Politics, media and society are becoming increasingly interconnected. In this environment, it is more important than ever for organisations to define their position, communicate their story effectively and build influence in a strategic way. This requires partners that look beyond public affairs or strategic communications alone.
Driven by this conviction, EPPA is expanding its activities and, as of 1 July 2026, PACT Public Affairs will become part of EPPA. This strengthens EPPA’s service offering with additional expertise in stakeholder communications, content development, media training, and the organisation of conferences, debates and events.
Together, EPPA and PACT bring more than 75 years of combined experience in public affairs, strategic communications, stakeholder management and reputation management. While public affairs helps organisations translate their interests into political and administrative influence, strategic communications creates visibility, credibility and stakeholder support.
By combining these disciplines, EPPA supports organisations throughout the entire process: from strategy and positioning to advocacy, communications and execution, both online and offline.
Clients can continue to rely on the personal commitment, tailor-made approach and pragmatic advice they have come to expect from both EPPA and PACT. René van der Steeg and Nora van Elferen will remain Managing Partners. Noud Köper, Managing Director of PACT, will join the partnership as a third Partner.

Rene van der Steeg, partner EPPA:
“When I became a Partner at EPPA in 2004, public affairs and communications were still considered two separate disciplines. Today, that is almost impossible to imagine. EPPA was one of the first public affairs consultancies to develop an integrated approach for its clients, a way of thinking and working that was later expanded with Digital Public Affairs. The profession continues to evolve rapidly. To remain at the forefront of these developments, we are now adding PACT’s specific expertise to EPPA. It marks the next chapter in EPPA’s remarkable story.“
Nora van Elferen, partner EPPA:
“The public affairs profession never stands still, which is why we continue to evolve. With the addition of PACT, we are strengthening our expertise with additional experience in stakeholder management, strategic communications and public affairs. From content development and the organisation of conferences, debates and events to digital campaigns, this enables us to advise clients even more effectively: from strategy and positioning to advocacy, communications and implementation.“
Noud Köper, Owner of PACT eigenaar PACT:
“EPPA and PACT complement each other perfectly. We are creative thinkers and doers who excel in providing personal attention to our clients. Bringing our 27 years of experience together with EPPA’s nearly 50 years of expertise is a natural step. The result is a powerful new combination with a broad range of services for our clients. It is an exciting new chapter that brings tremendous energy, and I very much look forward to what we will achieve together.“
